MCEA Chapter 610 leaders - President Jake Sagner, Secretary Joy Clark, and Treasurer Stan Divelbliss - with assistance from MCEA Labor Relations Specialist Mike Keeney sat down with Harford County government management to negotiate next year's Memorandum of Understanding.

Thanks to the membership's support and their leaders' perserverance, Chapter 610 walked away with some important victories:

  • 10% wage increase, including a 7% COLA and 3% merit increase
  • A new paid holiday (Juneteenth)
  • Maintain current health care percentage contributions
  • On-call schedules will be in writing and posted in an area

Collective bargaining is essential to every workplace. State employees who work as Maryland Transit Administration police sergeants and supervisors will now have collective bargaining rights! After a hard-fought battle during the recent Maryland Legislative Session, which included a veto by Gov. MCEA members at Salisbury University scored huge in their fight for a fair, updated contract. On September 8, 2020, MCEA bargaining unit members, voting unanimously, ratified their new memorandum of understanding (MOU). The MOU took nearly two years to negotiate and finalize—in large part, due to the tenacity of MCEA’s bargaining team, who took the contract to mediation and ultimately requested the intervention of a fact-finder under Maryland’s collective bargaining act.


The contract was not set to expire until February 2019, but MCEA asked to begin negotiations in January 2018.  The

Despite the challenges presented by the COVID-19 pandemic, MCEA was able to successfully hold its 2020 convention. With the help of the American Federation of Teachers (AFT), we held our convention remotely, digitally, and safely. After all, the work of protecting the rights of our membership is too important to let fall by the wayside.

Some of the important achievements of this convention include:

  • the passage of updated bylaws;
  • the passage of a budget that continues through 2021;
  • the passage of a dues increase of $.50, making our monthly dues $22.75; and

In accordance with the current times, MCEA was unable to gather in person for this year’s annual convention. However, that does not mean that work wasn’t completed. The union convened virtually for the 2020 annual convention and continued the business of the organization. There were several vital presentations from a host of people and organizations.
