       The following bills affecting state employees have been signed by the Governor:


HB  136 – (Chapter 83) - State Personnel Teleworking – Statewide Program and Goals


This bill was amended.  In it’s final version, it requires the Department of Budget and Management to establish a statewide telework program and adopt statewide policy and guidelines for the program.  HB 136 also sets a goal of 15% participation in the program for employees in eligible positions.  Effective October 1, 2013. 


HB  346 – (Chapter 31) -Harford County –

The Maryland Classified Employee Association is announcing a request for resume for the position of Staff Attorney. The salary for Staff Attorney is between $86,971—$115,960, commensurate with experience, and offers benefits equivalent to State of Maryland public employees.

The candidate should have experience in and knowledge of:

  1. The State and Federal Labor Relations Act;
  2. Maryland State Personnel and Pensions Code;
  3. Negotiating contracts, document research and drafting, and preparation for bargaining and attendance at State Labor Relations Boards;
  4. Unfair Labor Practice claims; and
  5. Preparing

Due to ongoing concerns presented by the COVID-19 pandemic, MCEA is implementing a Remote option for attending our Convention on January 29, 2022.

Woodlawn, Maryland:  On behalf of our Board of Directors, along with the retired and active public employee members of the Maryland Classified Employees Association, Inc., I would like to express our deep condolences over the tragic passing of Baltimore City teacher Antwion Ball, lost over the Thanksgiving holiday to coronavirus.  Mr. Ball, known as “Busta” to those who knew and loved him, was part of MCEA’s extended family as a relative of a member of our Board, Yvonne Rice-Thomas.  A graduate of Coppin State University and long time educator, Mr. Ball was preparing to embark on a new chapter

As President of the Maryland Classified Employees Association (MCEA) it is my distinct pleasure to welcome you to the MCEA Website. Since 1935 MCEA has advocated for and has improved the quality of life in the workplace for countless State, County and Municipal employees throughout the State of Maryland. MCEA became affiliated with the American Federation of Teachers (AFT) in October of 2010. We now stand with our new family of union brothers and sisters which boast 1.5 million members nationwide.

MCEA members at Salisbury University scored huge in their fight for a fair, updated contract. On September 8, 2020, MCEA bargaining unit members, voting unanimously, ratified their new memorandum of understanding (MOU). The MOU took nearly two years to negotiate and finalize—in large part, due to the tenacity of MCEA’s bargaining team, who took the contract to mediation and ultimately requested the intervention of a fact-finder under Maryland’s collective bargaining act.


The contract was not set to expire until February 2019, but MCEA asked to begin negotiations in January 2018.  The
